Potlatch2 allows and encourages (by showing an active "save" button) to save empty changesets.

steps to reproduce:

  1. create a new node by double clicking
  2. delete the node
    or
  3. start a way by single clicking into the map.
  4. hit + on keyboard to add tags, enter key and value, finish with enter.
    plus
  5. save is active although nothing will be saved. The sent changeset contains only changeset-related tags but no nodes or ways or whatever.

It can be confusing ( e.g. see https://help.openstreetmap.org/questions/19996/bearbeitungen-erscheinen-nicht-in-der-liste-meiner-anderungen ) that something is claimed to be saved although in reality nothing is saved - just a changeset is opened.

Possible solution: the Save button should not be active if there would be nothing in the changeset after clicking the save button.
