Replication breaks on redirect

With https://git.openstreetmap.org/chef.git/commitdiff/31a5167 planet.openstreetmap.org is redirecting HTTP to HTTPS. This broke osmosis-based replication when baseUrl=http://planet.openstreetmap.org/replication/minute

Switching from http to https worked around this issue, but it revealed that osmosis is not handling redirects.

Bumping to critical, as this may break people's replication
