Missing LD data in 19.05.03 release

For a subset of studies, the study IDs on the top loci table and LD table do not match. This results in these studies being missing from the "intersection table" (they won't show up on the study page / locus plot / some tables on variant page).

No fix is needed but it requires the V2D pipelines to be re-run.

Given it is only a subset of studies, this is high but not critical priority. We should aim to do a minor release within the next few weeks.

The new V2D files for a minor release are in staging here: gs://genetics-portal-staging/v2d/190705

The new V2D has been copied to gs://genetics-portal-data/v2d/190705, you can assume all files in that folder have been changed.
