Currently a few interdependencies between python packages are done as direct git commit references.

We should move to the more standard approach of having packages released on PyPI - ideally automatically when something is tagged - and then use those packages in the downstream tooling.

First part of this is to identify what would be affected.

Second part is to release packages to PyPI

Third part is to update the dependencies to use those PyPI packages.

Work in progress for ontology-utils on branch af-cleanup as part of other changes.
