Add support for ZTDF Assertions, currently assertions are not supported.

- Point to upstream opentdf java-sdk 0.2.0
- Add properties to ConvertToZTDF:
    -  to support Assertion input via NiFi attributes
    -  configure signing on/off
- use of the NiFi Private Key Service to locate and use a key pair for
assertion signing
