This PR will enable to use the template shortcut settings file (
$TOONZPROFILES\layouts\settings\shortcuts.ini). If the personal shortcut setting is missing on launch, then try to find and copy the template shortcut settings.Also I modified the shortcut settings loading behavior to be done once after all the commands are defined. In my environment, this modification made the setup procedure approx. 0.3 second faster ( 4477msec -> 4120msec ).
