Add cancelled to results on actions & receiverAbsent as reason for a failed result

Is your feature request related to a problem?
Currently it is not possible to indicate that an action (like a move, stop, handover, load, or unload) was cancelled without abusing external attributes.

Describe the solution you'd like
We already have results on actions that can be succeeded, failed or partially succeeded. Adding cancelled as option. makes sense IMO.

Secondly, a result can have a reason (currently on supported is damaged), but for homedelivery notHome receiverAbsent also makes sense as a reason that something failed.

After discussion with SUTC cancelled is accepted as a new status on actions. notHome however is renamed to receivedAbsent to make it more generically useful.
