Add actors to events #55

Is your feature request related to a problem?
Currently events do not have actors. However, whenever we receive for example location events we need to know for which combination of shipper/carrier this event is meant to be able to process it.
Describe the solution you'd like
Add optional actor associations to all events. This would also make it consistent with the rest of the specification where actors are possible on every entity.
Describe alternatives you've considered
We currently abuse the actors which are indirectly part of the event, but this will not always be possible.
