New feature - UK Way Property Set

I have created a new way property set for the UK. I have been using the settings for several years and they give pretty reliable routes. Changes include allowing traversal by WALK mode for trunk and trunk-link highways (no distinction from primary roads in the UK) and speeds based mainly on UK Department for Transport recorded average free flow speeds on each road type.
