Summary
In OTP1, Digitransit installation has a custom bike rental service updater Vilkku. Vilkku is XML-based custom bike rental station status transmission format specified and implemented by the city of Kuopio, Finland.
This PR adds the "Vilkku" updater service as and configurable extension with unit tests to keep OTP core development informed about it's existence. Performance is not affected as this module is optionally enabled in
updaterssection ofrouter-config.json.Unit tests
