Summary
Adds stationTransferPreference option for GTFS feed which is an enum which is already used for netex feeds to set transfer priority on individual stations. This new parameter sets the same priority for all stations within a feed.
Issue
closes #4598
Unit tests
There are tests for the netex functionality already and the configuration is tested through the documentation generation. Should there be additional tests?
