FS#3861 - Image Builder fails in 21.02-rc1 and 21.02-rc2

target: ath79-nand

rc2 image builder using

make image PROFILE="glinet_gl-ar750s-nor-nand" PACKAGES="luci"

fails:

• pkg_hash_fetch_best_installation_candidate: Packages for libiwinfo20210106 found, but incompatible with the architectures configured
• satisfy_dependencies_for: Cannot satisfy the following dependencies for luci:

•  libubus20210215
  

• opkg_install_cmd: Cannot install package luci.

error occurs at least on target mediatek imagebuilder too:
openwrt-imagebuilder-21.02.0-rc2-mediatek-mt7622.Linux-x86_64.tar.xz
make image PROFILE="ubnt_unifi-6-lr" PACKAGES="luci" -> fails too same msg
