Problem: The Marketplace ClusterOperator currently does not report the Upgradeable ClusterOperatorStatus condition. Solution: Marketplace can be upgraded at any point, and so should always report Upgradeable as true.

Problem: The Marketplace ClusterOperator currently does not report
the Upgradeable ClusterOperatorStatus condition.
Solution: Marketplace should always report the Upgradeable is true
