firewall: need to enable net.link.vlan.mtag_pcp for set-prio firewall rules #2032

EDIT: turned out to be a sysctl setting, which we need to flip according to set-prio rule usage.

Looks like this was already misbehaving even before we added
the explicit PCP change.  Probably since FreeBSD 11.0.

This reverts commit 4d9533d.
