firewall: improve alias cron job handling

As discussed, explore improving the alias cron job refresh which runs every minute. This can cause CPU spikes on slow systems. Changing the cron job granularity is problematic as it cuts into the individual alias refresh timing making it worse (especially MAC aliases).
