For some time SmartOS has package support has been broken because the provider did not determine and return a candidate version, forcing users to explicitly specify the version.
This also explicitly sets the path to pkgsrc binaries which aids systems using an Omnibus Chef instance which may not include PKGSRC in the default paths.
