Modify build workflows for VMs to include artifacts from utilities

We now have a separate directory for utilities underweblogic-azure-vm that contain common utilities for all VM offers. The following build workflows need to be modified to pick up changes under utilities

• Build Admin Server VM artifact
• Build Configured Cluster VM artifact
• Build Dynamic Cluster VM artifact
• Build Single Node VM artifact
