This PR contains following changes
(a) Modify the kubernetes/samples/charts/util/setupLoadBalancer.sh to download NGINX ingress controller from Test (custom) Repository.
(b) Modify the ItWlsSamples.java to use the new command line option to download NGINX ingress controller image from local repository.
