When using a property, there is only one global property, oxf.xforms.xbl.fr.number.digits-after-decimal, which applies to fr:number whether it is bound to a decimal value or an integer value.

This value controls formatting. If one sets oxf.xforms.xbl.fr.number.digits-after-decimal to, for example, "2", in order to impact decimal fields, then integer fields are also impacted, which is not desirable.

This could be fixed with another property, or by simply making oxf.xforms.xbl.fr.number.digits-after-decimal always have value "0" for integer fields.
