Using certificates provided by a Chadian NGO and online sources this is what seems to be the process for registering an NGO in Chad and obtaining permission to function there.
Application to the Direction des Affaires Politiques et de l'Etat Civiles (part of the Ministere de l'Administration du Territoire) is made (under the law: Ordonnance n° 27 du 28 juillet 1962 portant réglementation des associations)
Authorisation to function (Autorisation de Fonctionner) may then be granted (under the previous law plus Article 7 of Décret n° 165 du 25 août 1962)
An Autorisation de Fonctionner certificate is issued to the organisation. It has a year and a folio number filled in (e.g. 2018 and 5640). It also contains the date of registration in the Registre des Associations (which may be a year preceding the folio number year).
The Autorisation de Fonctionner certificate states that within a month of the certificate being issued, the organisation's right to function will be made public via an entry in the Journal Officiel de la Republique de Tchad.
Looking online, organisations do publish their year and folio number as evidence of their authorisation to function. So year-folio noumber (e.g. 2018-5640) may uniquely identify an organisation but I can't find anything relating firmly to this online.
It looks like the ILO should have links to the text of the above laws to clarify the situation, but the links are broken. https://www.ilo.org/dyn/natlex/natlex4.detail?p_isn=68930. I have yet to find the text of the laws elsewhere. (And there appears to be no online version of the Registre des Association.)
Publication of an organisation's status as part of the official public record in a Government Gazette is a unique, stable and persistent record of the organisation's status and it could be the basis of a unique identifier (using eg ISBN + pg # + line #). The online version of Chad's Government Journal (from here) does not appear to be working, though.
On this basis there is currently no candidate list in Chad for inclusion in Org-ID.guide.
