Something along the following, with the database password stored as GitHub secret with name SCRIPT_CREDENTIALS:

steps:
  - name: Execute script
    env:
      PASSWORD: ${{ secrets.SCRIPT_CREDENTIALS }}
    run: php script.php

script.php:

<?php
$servername = "localhost";
$username = "username";
$password = getenv("PASSWORD");

$conn = new mysqli($servername, $username, $password);

if ($conn->connect_error) {
die("Connection failed: " . $conn->connect_error);
}
echo "Connected successfully";
?>

php.net

PHP: getenv - Manual
