    - Move clock logic from Game into Clock.
    - Record avg lag comp and avg lag for reporting purposes.
    - Avg lag comp will be stored in the new clock storage to improve
      accuracy of game replay mode.
    - Record lag metrics on move 1, so that clock delays are more
      accurate and valid even for move 2.
    - Use scalaz Monoid to simplify some code.

    Scalachess was not checking flag state before adding inc back for move.
    I'm in the process of rewriting this function so am tolerating
    the added complexity temporarily.

    - Using arithmatic mean instead of geometric, to be more
      tolerant of lag spikes when producing estimations.
    - Adjust quota start and max based on scaled quota gains.
      This will defacto reduce lag comp for bullet games.
