ALISA tests require Resolute

Summary

ALISA tests cannot be compiled or run without Resolute installed. Resolute will be aan additional component that is not bundled with the base OSATE distribution. This requires that ALISA tests are split into two groups: Tests without Resolute and tests with Resolute.
Only the first group will be run during the regular OSATE build.

The tests could simply check if Resolute is present and skip execution if Resolute is not installed. However, there should be tests that don't require resolute.
