Value predicate for properties on model element does not retrieve value #1635

If the requirement is for an element in a component, then the value predicate comparing a property value (e.g., Latency) to an expected value does not get a value. The element passed to the interpreter via ENV refers to a declarative model element, not an instance model element.
The multi tier aircraft example has a requirement for flow spec values.
