Unused handlers

The handlers CheckSafety, CheckSecurity, ARP4761FHAHandler, ConsistencyHandler, and MILSTD882FHAHandler are unused and are dead code. They do not appear in any plugin.xml file.

Are we holding onto these analyses for future use or can we throw them away?
