MIPS budget analysis reports error if Reference_Processor is not specified #1952

The online documentation indicates that the reference processor specification is not necessary if only one processor type is used. The reference processor is used in the conversion from execution time to MIPS. The MIPS budget analysis takes the execution time multiplied by period into account as actual value to compare to a specified MIPS budget value.

The tool checks for the presence of the Reference_Processor property and does not perform the analysis if not present.
