Latency analysis does not scale execution time if thread is bound to virtual processor #1966

If the physical processor has Processor_Capacity and the thread is bound to a virtual processor which in turn is bound to the physical processor the execution time for the thread s not scaled. Scaling should be based on the MIPS ratio between the reference processor and the physical processor the thread is bound to.
