The situation occurs when you have a model with modes and none of the ETEF are active in the initial mode and you run the analysis with only the initial mode.
Thus, there are no ETEF instance results.
The exception:

at jxl.write.biff.WritableWorkbookImpl.write(WritableWorkbookImpl.java:794)
at org.osate.analysis.flows.model.LatencyExcelReport.generateExcelReport(LatencyExcelReport.java:127)
at org.osate.analysis.flows.handlers.CheckFlowLatency.finalizeAnalysis(CheckFlowLatency.java:132)
