Plug-in contributions and referenced projects are no longer shown first in AADL navigator

Summary

Sorting in the navigator is broken.

Expected and Current Behavior

Plug-in contributions and referenced projects should be shown first in projects. Also, when selecting a project and refreshing (F5) repeatedly the sort order sometimes changes to put modified files (marked with '>') before unmodified files.

Viewer refresher is used for sorting even though it doesn't contribute sorting. => lower priority
