Incorrect global scope for error model

Summary

The global scope for an error annex subclause should be the same as the AADL global scope. Need a global scope provider that delegates to the core language global scope.

This is not relevant for current EMV2 processing; the issue surfaced in the context of the experimental expression annex prototype.
