I am not sure if it is on youtube's side or maybe it can be done with this library... but if the url you query for had end=xxx where x is the seconds, could that be added to the iframe code?

This library does not make any manipulation to the code provided by youtube or any other site. So, I guess you have to edit the code by yourself, unless youtube embed api has any parameter to configure this.
