Avoid road works only for road segments and not for the whole road, you should consider Avoid road as a point and not as a line with start/end. Probably later we can introduce a line as start/end
I think this also affects pedestrian navigation. “Avoid motorways” also causes the router the avoid highway=trunk even when the highway is not tagged with motorroad. This is an issue in the UK where the “trunk” statusapplies to any ‘A’ road with official ‘primary’ status, which is more a measure of importance than road type - so in London for example many “trunk” roads are just ordinary, if busy, urban streets.
