OSMTilePackager tests are appearing to hang forever #1351

Description and/or steps/code to reproduce the problem

gradlew clean build

Environment

win10

Version of osmdroid the issue relates to:

head

not sure what's going on, but the test is hanging forever. Need to alter the gradle scripts to output std out to std out and figure out what the issue is. I'm guessing the tool was banned from openstreetmaps. Quick fix is to disable the tests

issues

  • test uses http, instead of https
  • server is returning 429, too many requests, so it's probably banned.

i'll commit the changes but leave the tests disabled
