This adds a
localnetcommand to the anchor cli which allows devs to start a local solana validator with their anchor workspace setting. Addresses #808.Pretty much copies the anchor
anchor testflow. They way I pass the the boolean flag intostart_test_validatoris a bit ugly, let me know if you have a nicer way of handling the stdio here!
