В процессе сделано:
2.1 Описал в тераформе добавление ssh ключей для нескольких пользователей.
2.2 При добавлении через веб интерфейс, а потом выполнении команды terraform apply запись удаляется.
3.1 При добавлении кода для двух инстансов сложно работать с кодом. Если предположить что нужно с 10 маши$
3.2 Реализовал создание машин через count.
