[stable9] Adding certificate revocation list and validate if the app certificate is revoked #25469

Backport of #25459 to stable9

Please review and test @DeepDiver1975 @owncloud/qa

For this, best is to patch the daily build with this PR and then try to enable an app that has a revoked cert. Also check that other valid apps from the store (like mail) can be enabled properly.

Tested by patching daily stable9. Enabling or updating to an app with revoked cert is blocked.
Works as expected.
