Owncloud is not available because it put himself in maintenance mode. When trying to access the login page I get the following message:

Failed to upgrade "files_sharing". Exception="SQLSTATE[42S02]: Base table or view not found: 1146 Table 'owncloud.oc_storages' doesn't exist".

you're probably updating this old version to a newer one? Which updating steps have you done?

Note that if you're upgrading from OC 4 you'd better upgrade first to OC 5.0.17, then OC 6.0.4, then OC 7.0.1. (don't skip major versions)
