A port settings update can result in the ASIC and switch-zone updates going to different sidecars. #4406
Description
I applied a port settings update for qsfp0 on switch0. This update had new addresses in it. The result of the update was that the ASIC on switch0 got the update. However, the corresponding switch zone tfports that got updated via the uplinkd service were on switch1.
