invalid verification for wildcard types in DOM #15

As discussed in the forum PyXB fails an assertion when creating the DOM representation of a complex type instance bound to an xs:anyType element, because the value is not a Python instance of that type.

@pabigot fix #15: invalid verification for wildcard types in DOM
The sanity check that a generated DOM element value was compatible with
the type associated with that element was an assertion, which should not
appear in production code.  Replace it with an exception, and do not
raise it when the element type requires that an xsi:type attribute be
provided.
