since 'celery status/inspect' (needed in Health checks) don't work from RPM

Is this related?

It's most likely related to the F30->F31 change because I can reproduce in master as well.
We didn't see it in #303 because I forgot to recheck there after building the base packit image.

I'll fix it now.

Good question, no idea.

I've just tried 2x to regenerate the requre data, I followed the instructions line by line, but no luck, it just won't work on my machine, I'm still getting
E github.GithubException.GithubException: 401 {"message":"'Issued at' claim ('iat') must be an Integer representing the time that the assertion was issued", "documentation_url":"https://developer.github.com/v3"}

bigger log in case someone wants to help me with that - it must be some misconfiguration on my side, but I've no idea where

Merging as the failing packit-service-tests-requre are not related to this (they fail in #305 as well).

EDIT: Ah, sorry, I forgot to rebase.
