Add a Default Rake Task If Test Framework is Included #1979

The default task should run the test cases. This is what most codebases default to and makes more sense then the current behavior when one runs rake without a task name: a Don't know how to build task 'default' RuntimeError + stack trace.

On 0.13.3.3, generating a project with rspec (-t rspec) add task :default => :test to the projects Rakefile. This should be spec. The test task does not exist.
