Currently running KDE 4.7.4 on Debian sid with the following packages installed:

python-kde4 4:4.7.4-2+b1
python-kde4-dev 4:4.7.4-2
libkate-dev 0.4.1-1
python-qt4 4.9.1-1
python-qt4-dev 4.9.1-1
python-sip 4.13.2-1
python-sip-dev 4.13.2-1
kdelibs5-dev 4:4.7.4-4
libqt4-dev 4:4.7.4

I also am having this exact same issue on Kubuntu 12.04 (a Debian derivative). Also, I looked in my package manager at libkate-dev and find that it's entirely unrelated to the kate text editor, thus I am now digging around where to find the correct KDE Kate dev files.

From the libkate-dev package description:

Kate is meant to be used for karaoke alongside audio/video streams (typically Vorbis and Theora), movie subtitles, song lyrics, and anything that needs text data at arbitrary time intervals.

libkate provides an API for the encoding and decoding of kate files. This package contains the development libraries."

I've built a ton of stuff from source, so I'm no newbie to that process, but I am entirely unfamiliar with C/C++ etc as I am pretty much a Python and web guy. Willing to try whatever suggestions you may have to get this beastie running tho as I'ma huge fan of Kate and would LOVE to have better Python integration in it.
