Add support for the HTTP PATCH method, and provide a corresponding patch function for the test client.

I see that it makes sense to support it as we also have support for the April 1st "i am a teapot" response, but is it actually used?

I'm definitely not an expert on this subject, so I don't know how much this is used "in the wild". But you can at least see PATCH in use in the GitHub API. For example, one can send a PATCH request to update the properties of an issue. See http://developer.github.com/v3/issues/.
