ENH: allow list of collections.Sequence to be coerced in DataFrame constructor #3783

to essentially turn into list-of-list (originally np.asaray was doing this,
when we switched to convert_to_platform this changed slightly)

FYI U r excluding sets here. I haven't tried but I thought it was worth pointing out. Sets aren't ordered so they won't be sequences.

yes....this is just collections.Sequence (but this is pretty low-level to check for this, and its only the case of a top-level list)
