"Unnormalized" addresses of form src/lang/some/target:target not validated in BUILD files #3975

The error for unnormalized addresses in BUILD files seems to have broken at some point, so people's repos have likely begun to backslide in this area.

In particular, the following address used to be legal on the command line but banned in BUILD files, but is currently legal:

src/lang/some/target:target

This was part of Issue #3614. It has been broken out into a separate issue because it may be determined that the best course is to optionally generate a warning instead of an error for addresses in this form.
