Some major highlights:

  • New semantic analyzer, which will soon allow recursive types
  • Python 3.8 support
  • Up to 4x faster via Mypyc
  • --strict-equality check

The only failing shard is Rust OSX, which is resulting from the shard being out of sync with when the pants.pex was created. This PR has nothing to do with Rust and we have a CI backlog, so going to merge.
