Cmd Bot Failed to add labels - GITHUB_TOKEN not set

Description of bug

As a external contributor, the bot is failing to add labels after calling /cmd label
Its logging the error

Error: GITHUB_TOKEN not set, cannot verify PR status

I've tried doing it in a draft pr (runs 1 and 2) and in a pr ready for review (run 3).

Steps to reproduce

Call /cmd add <label> on a PR.
