[Hinode] Do headers and redirects the correct way

Currently _headers and _redirects are just files in static that get included on build.

Migrate these to native Hugo artifacts:

• https://gethinode.com/docs/advanced-settings/server-headers/

Decision: Keep _redirects the way it is, as it is more of a pain to add in placeholder pages.

Decision: also stick with _headers as everything Hinode is adding is not used.
