Need to refactor bullet chart vars. The existing vars were created from a mock, but they need to be updated to match the implementation in react-charts.
For example, we need a red color scale to show negative primary measures. Additional vars were needed, while some vars are no longer used at all. A few var names have changed slightly as well.
Note: These changes have been built, installed, and tested with the react-charts package.
