  1. mb/pcengines/apu2/mainboard.c: fix watchdog issue after coldboot 

    Watchdog stops working after coldboot. The fix is to move its configuration
from romstage to mainboard initialization, when MMIO is fully functional.
Hence WDT registers can be properly written.
